Plot. Plot plot plot plot plot. While plotting is important in all stories, even more so in horror, because you -as the author- need to know who is doing what all the time and if you don't have a very detailed plot to go on, your going to walk yourself into walls and plotholes, and people won't find it scary or suspenceful.
Also make it believable. If your main character is not afraid of the dark, and then one day for no reason he keeps hearing normal creeking house sounds and is terrified, people are going to think its stupid.
And give the monster/badguy/whatever motive to do what he/she/it is doing so that its movements aren't spuratic as that will draw out the suspence and scare factore.
Plot, believablity and motive.
Have fun writting it.

hmm.. when i was still a kid, i dreamt of becoming a writer. hehe =D when i was writing horror stories, i start it with, hmmm... how do i say this. i start them with something like friends are having fun then the next scene is someone excused himself to go somewhere else and then, while he was alone, someone killed him. :D starting a movie with strange things will make people curious and be interested in your story. :D hehe -- i just want to share. :) i think this doesn't help. hihi

It needs to have a mystery, detective element and 2 different story lines with character.

For example a detective looking for a killer and a 2nd story line of flash backs of the killer or scenes with the killer killing and the detective coming after the crime scnene.
