When writing a book/novel should you let the characters take control or should the writer always have it?

I have mixed feelings on this and I wanted opinions.

First: I need a name for a place of an Amerasian community, maybe a name with a Lane, Drive or Compound
Second: name of a school on the First
Third: I need a title, its about a guy who’s confused with his gender and has the ability to control and read minds

I have heard that the winner in recent years was “The Core”. I found it very interesting, but it was pretty hard to believe, especially the metal that was developed to create their ship.
The one that stands out to me the most is the recent version of “The Day the Earth Stood Still”. Klaatu’s ability to jumpstart machines and people was stupid, and the nanotech that was used to “eat” everything is silly in the fact that if such creatures existed, how would you contain them and control them?
What is your choice for least science-based science fiction movie?

I read this novel as a kid in the 1980s (so it is at least that old). The novel was a bit like “Lord of the Flies” in space, with a large group of children of all nationalities being sent into space as a colonizing force aboard an “Ark” like ship. The children divide into factions and fight for control of the ship, which is run by a computer (called Mother, I think). One of the minor characters was named Willem. Does anyone know the name or author of this book?
