When that happens it's good to have a local writing group you can bounce ideas off of. If you don't have a writing group, Yahoo/Answers might work. The trouble with that is most people here don't think like writers--but who knows they may come up with a genius idea. If that fails, I usually have the bad guys blow somthing up close to my protagonist. That usually creates a plot twist that spins the story off in another direction. Of course, this plot device is a little difficult if you're writing a romance. But the trick to to take you best (least dumb) option and keep on writing. When you're finished, your editor may have a suggestion to fix the problem area.
